III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers
Information and formalities necessary for evaluating if the requirements are met: In order to prove its personal circumstances, the economic operator should submit the following documents:
— Statement of the economic operator that, within the last five years, he/she has not had any legally effective judgment for participation in a criminal organization, corruption, fraud or money laundering, pronounced against him/her;
— Confirmation that he/she is not subject to a bankruptcy procedure opened by a competent authority;
— Confirmation that he/she is not subject to a liquidation procedure opened by a competent authority;
— Confirmation of paid taxes, contributions and other public dues issued by a competent authority in the country where the economic operator is registered;
— Confirmation from the Registry of Offences for Committed Crimes by Legal Persons that a secondary sentence for prohibition of participation on public bidding procedures or awarding of public procurement or public private partnerships contracts has not been issued against him/her;
— Confirmation from the Registry of Offences for Committed Crimes by Legal Persons, that a secondary sentence for provisional or permanent prohibition to execute a specific business activity has not been issued against him/her;
— Confirmation that there is no legally effective judgment imposing a misdemeanour sanction involving prohibition to perform a profession, activity or duty, or prohibition to perform a specific activity, imposed against him/her.
Capability of the economic operator to perform a professional activity:
In order to prove its capacity to perform a professional economic activity, the economic operator has to submit a document on registered economic activity as proof that it is registered as a natural or legal persons performing the economic activity related to the subject matter of the public procurement contract or proof that it belongs to an appropriate professional association as per the regulations of the country where it is registered
IV.2.2) Capability of the economic operator to perform a professional activity:
In order to prove its capacity to perform a professional economic activity, the economic operator has to submit a document on registered economic activity as proof that it is registered as a natural or legal persons performing the economic activity related to the subject matter of the public procurement contract or proof that it belongs to an appropriate professional association as per the regulations of the country where it is registered.
III.2.2)Economic and financial ability
Information and formalities necessary for evaluating if the requirements are met: The economic operator shall prove that it meets the minimum requirement with a statement on the overall turnover of the enterprise (data from the income statement issued by a competent authority, that is to say, an audited income statement), and, where appropriate, on the turnover in the sector covered by the public procurement contract, and not more than for the last three financial years for which such information is available, depending on the date when the enterprise was been established or has commenced operations, and depending on the availability of such information.
2.4.4 If the balance sheet and income statement have been subject to commercial audit, the economic operator may submit them as evidence that it meets the minimum requirement for determining the economic and financial standing, without having them additionally certified by a competent authority.
2.4.5 If the balance sheet and income statement have not been subject to commercial audit, the economic operator shall submit them certified or issued by a competent authority as proof that it meets the minimum requirement for determining the economic and financial standing. The competent authority in the Republic of Macedonia is the Central Registry of the Republic of Macedonia.
2.4.6 The economic and financial capacity of the economic operator may be supported by another entity, regardless of the legal relations between the economic operator and said entity, except when it comes to data from the income statement. If the economic operator is proving its economic and financial capacity by referring to the support of another entity, it is obliged to prove the support with valid evidence that said entity will make available to the economic operator the respective financial assets. The entity providing the financial support must no have been issued an effective sentence for participation in a criminal organization, corruption, fraud or money laundering.
2.4.7 If the economic operators are submitting a bid as a group of economic operators, the economic and financial standing shall be proved by considering the resources of all group members. If the group of economic operators participates with a financial support from a third entity, the economic and financial standing shall be determined as stated above.
Minimum requirement for determining the economic and financial standing of the economic operator is for it to have met the requirement for which there is data available
— LOT 1 Total generated revenue not lower than 000 EUR in the last three years (2013, 2014 and 2015).
— LOT 2 Total generated revenue not lower than 280 000 EUR in the last three years (2013, 2014 and 2015).
— LOT 3 Total generated revenue not lower than 50 000 EUR in the last three years (2013, 2014 and 2015).
— LOT 4 Total generated revenue not lower than 20 000 EUR nn the last three years (2013, 2014 and 2015).
If an economic operator is submitting a bid for more than one lot, its revenue generated in the last 3 years has to be at least as the estimated value of all lots offered together.
III.2.3)Technical capacity
Information and formalities necessary for evaluating if the requirements are met:
The economic operator shall prove the fulfilment of the minimum requirements by submitting

In order to be eligible as capable of performing the public procurement contract in terms of its technical or professional capacity, the economic operator has to meet the following minimum requirements:
LOT 1 — It has delivered and implemented DVB-T transmitter and repeater equipment in an IP based DVB-T network in at least 2 (two) countries.
LOT 2 — It has delivered and implemented an IP-based microwave network in at least two countries, through which video content is transmitted in SD and HD format within a TS allowing SFN operating mode of the DVB-T broadcasting network.
LOT 3 — It has delivered and implemented antenna equipment in at least 2 (two) countries.
LOT 4 — It has delivered measuring equipment in at least 2 (two) countries.
