Contract Title: Machinery, Vehicles and Equipment for Maintenanceof Facilities in the Republika Srpska Flood Protection System

Bosnia and Herzegovina represented by the Ministry of Finance and Trea-sury and Republika Srpska represented by the Ministry of Finance ofRepublika Srpska (both hereinafter referred to as "the Borrower") has re-ceived a loan from the European Investment Bank - EIB (hereinafter re-ferred to as "the Bank") - for financing the costs of the Project "EmergencyFlood Relief and Prevention - A" (EIB No 2010 - 0479) (hereinafter referredto as "Project"). This Invitation for Bids relates to the Contract "Machinery,Vehicles and Equipment for Maintenance of Facilities in the RepublikaSrpska Flood Protection System" which shall be signed and implemented byPublic Institution "Vode Srpske" (hereinafter referred to as "the Employer")and refers to bid no: EIB 2010-0479/TG33.The Employer now invites sealed bids from eligible bidders for the Contractto be funded from the proceeds of the EIB loan.The aim of this bid is procurement of machinery, vehicles and equipment formaintenance of facilities in the Republika Srpska Flood Protection Systemand is conducted on lots basis. Bidders may bid for one or more lots as de-fined in the biddingdocuments. Bids for each lot should be complete. Partialor incomplete bids will be rejected. Bidder should meet all qualification cri-teria, in cumulative, for the lots for which he is bidding. This "cumulativecriterion" will be applied in case bidder is bidding for more than one lot.Scope of procurement is:

Lot 1 - Vehicles (tractors, 10 pcs)

Lot 2 - Off-road vehicles (3 pcs) and mobile tank transport trailers (3 pcs)

Bidding will be conducted through the International Competitive Biddingprocedures as specified in the EIB Guide for Procurement ("ProcurementGuidelines") available at the link: https://www.eib.org/en/publica-tions/guide-to-procurement.htm, and is open to all eligible bidders as de-fined in the Procurement Guidelines.The following selection criteria must be satisfied by bidders to be qualifiedfor the award of Contract:

Lot 1 - Vehicles (tractors, 10 pcs)

(a) If the Bidder is Manufacturer:

i) Financial Capability: minimumrequired averageannual turnoverfor the last three (3) years (2018, 2019 and 2020) should be at leastEUR 2,000,000. Reports on financial standing of the Bidder suchas profit and loss statements, balance sheets and auditor's report forthe past three (3) years, Letter of Credit from the Bank and an au-thority from the Bidder to seek references from the Bidder's bank-ers. Submitted documents should demonstrate the bidder's finan-cial soundnessin terms of profitability and liquidity.

ii) Experience and Technical Capacity: successful completion of atleast one substantially similar (in terms of size and nature) suppliesin the last three (3) years (2018, 2019 and 2020). The Bidder shallspecify type, quantity and totalvalue of such supply. Minimum 3years in supply of similar goods. Documentary evidence by theBidder to demonstrate that in case the contract is awarded to him,he will ensure that the Goods it offers will be in the country sup-ported by service/maintenance/facility supplied withoriginal spareparts and certified by the manufacturer with employed at least.

The Bidder mustassure maintenance services by the certified service provider in thecountry (Bosnia and Herzegovina) for delivered goods min 10years following its delivery.(b) If Bidder is not manufacturer, but is offering the Goods on behalf of theManufacturer under Manufacturer's Authorization Form, the Manufacturershall demonstrate the above qualifications (i) and (ii) and the Bidder shalldemonstrate that it has successfully completed at least one (1) contract ofsimilar goods in the past three (3) years. Further, the Bidder shall furnish theManufacturer's Sales Authorization and Manufacturer's After Sales Autho-rization (for service capacity).

Lot 2 - Off-road vehicles (3 pcs) and mobile tank transport trailers(3 pcs)

(a) If the Bidder is Manufacturer:

Thedocuments submitted as above should demonstrate the bidder's fi-nancial soundness in terms of profitability and liquidity.

ii) Experience and Technical Capacity: successful completion of atleast one substantially similar (in terms of size and nature) suppliesin the last three (3) years (2018, 2019 and 2020). The Bidder shallspecify type, quantity and totalvalue of such supply. Minimum 3years in supply of similar goods.
