The European Bank for Reconstruction and Development ("EBRD" or the "Bank") is supporting the Municipality of Cazin ("Cazin" or the "Municipality") and the Water and Wastewater Utility Company of Cazin (the "Company"), with the development of a wastewater collection and treatment system in Cazin (the "Project").
The Company's consumer area for water supply includes the City of Cazin and the 54 surrounding settlements covering a total of around 15,000 connections (of which 14,500 are households and 1,000 commercial customers). This represents 95 per cent of the population of the Municipality. The remaining 5 per cent is supplied from several small local systems that are not operated by the Company. Losses from the network are currently high and it is necessary to prepare a plan to reduce losses in the water supply network, which in turn would reduce operating costs and improve the management capacity of the Company.
The primary source of wastewater is sanitary wastewater from households and commercial customers. Only a small number of households are connected to the sewerage network. 10 per cent of the population and 23 per cent of the companies in the Municipality are connected to the sewage network in some way. The majority of the population and of the companies (estimated at 58 per cent) uses septic tanks. Most of these tanks are not constructed to meet relevant engineering standards, many are damaged and obsolete. The remaining 32 per cent of the households, which do not have septic tanks, discharge wastewater directly into the nearest watercourses, open canals or karst sinkholes. Accordingly, the quantity of untreated wastewater that pollutes the underground aquifers and surface watercourses is significant. The existing sewage system is of a combined type (the same sewer transports both wastewater and surface water) with a total length of approximately 8,000 meters. The system is made of concrete pipes with a diameter range between 200 mm and 300 mm. Occasionally, the capacity of the system is not sufficient to evacuate both wastewater and surface water at the same time.
The Municipality, the Company and the Bank require a consultant (the "Consultant") to support the design of the Cazin wastewater project (the "Assignment").
The selected Consultant is expected to prepare the conceptual and preliminary design for the wastewater treatment plant, preliminary and detailed design for the secondary sewage collectors as well as requirements, technical specifications, drawings, and the bill of quantities/ schedule of prices for the respective tender documents. The Consultant shall also prepare an energy efficiency project for water sources Mutnik and Tahirovici and prepare preliminary and detailed design for reconstruction of the water supply system Mutnik.
The Consultant shall ensure that all designs as well as all requirements and technical specifications in the tender documents comply with the BiH and EU standards and the EBRD Performance Requirements.
Specifically, the Consultant shall carry out the following scope of services:
- TASK 1: Design of sewage system for urban area;
- TASK 2: Design of wastewater treatment plant - WWTP;
- TASK 3: Prepare a plan for decrease of unaccounted water in water supply system Mutnik, design for reconstruction of gravitational water supply system Mutnik including definition of priority phases;
- TASK 4: Energy efficiency project for water sources Mutnik and Tahirovici.
Overarching requirement for all designs and technical requirements in tender documents is to achieve and maintain compliance with both national BiH and EU standards for drinking water, effluent quality and sludge management, as relevant for each infrastructure component.
In preparation of designs and technical requirements and specifications for tender documents the Consultant must take into account the relevant environmental, health and safety and social performance parameters and standards, based on EBRD Performance Requirements, as well as the requirements under the existing Environmental and Social Action Plan (ESAP) for the Project.
The Consultant should also define and incorporate into technical specifications and requirements for tender documents of the relevant ESAP requirements that tenderers will be required to adhere to.
Status of Selection Process: Interested firms or group of firms are hereby invited to submit expressions of interest.
Assignment Start Date and Duration: The Assignment is expected to start in Q3/2014 and has an estimated overall duration of 6 months.
Cost Estimate for the Assignment: EUR 350,000 (exclusive of VAT), subject to availability of funding, the performance of the selected Consultant and the specific Project needs, the Assignment may be extended beyond the current scope.
The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes/VAT are payable, the Client will have to pay indirect taxes/VAT element to the services directly to the Consultant unless otherwise agreed.
Funding Source: EBRD Shareholder Special Fund.
Eligibility: There are no eligibility restrictions.
Consultant Profile: Corporate services are required. The Consultant shall be a firm or group of firms with previous project experience in:
- the water supply and wastewater sector, specifically with regards to wastewater treatment plants and sewage systems;
- designing projects for the water supply and wastewater sector, preferably for International Finance Institutions (IFIs) and in the Eastern European and Western Balkans Region (Albania, Bosnia & Herzegovina, Bulgaria, Croatia, FYR Macedonia, Hungary, Kosovo, Moldova, Montenegro Poland, Romania, Serbia, Slovak Republic, Slovenia and Turkey)
The Consultant's expert team is expected to include key experts as follows:
- Project Manager preferably with at least 10 years of professional experience on similar assignments;
- Mechanical and Electrical Engineer;
- Wastewater treatment expert;
- Environmental and Social specialist;
- Legal and financial expert;
- Civil Engineer;
- Local Engineer and Expert.
All specialists, except the Project Manager, should preferably have at least 5 years of experience on similar tasks to those for which they are suggested. It is recommended that a part of the consultancy input will be carried out by local sub-consultants.
The Consultant, or its subcontractor or a member of consortium must have authorization/ license of the authorities of Bosnia and Herzegovina (Federation or Canton) for the design work, supervision and review of designs under all tasks.
Furthermore for Task 2 the Consultant team will have to include firms, latest at the proposal stage, who have the authorisation of the Federal Ministry of Agriculture, Water Management and Forestry for complex water facilities and activities (A list). Submission Requirements: In order to determine the capability and experience of Consultants to be shortlisted, the information submitted should include the following:
1. Company/group of firms' profile, organisation and staffing (max. 2-4 pages);
2. Details of previous project experience or similar assignments undertaken in the previous five years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided (if different from duration) , main activities, objectives;
3. CVs of key experts who could be available to work on the Assignment with details of the experts' professional experience;

The expression of interest shall not exceed 25 pages (excluding CVs and contact sheet).

Note: Following this invitation for expressions of interest, a shortlist of qualified firms will be formally invited to submit proposals. Consultant selection and contracting will be subject to availability of funding.
