— certificate by the Register of penalties for performed criminal acts of the legal entities that it was not sentenced with a minor penalty – temporary or permanent prohibition for performance of a certain activity, and
— certificate that with an effective verdict it was not sentenced with a sanctioned offence and – prohibition for performing profession, business activity or duty, that is, temporary prohibition for performing certain activity.

— a copy of the authorization A/B for the electrical engineer for the execution, issued by the Chamber of Authorized Architects and Engineers,
— statement from the hired engineer staff for the realization of the procurement,
— a certificate from the Employment Agency, issued not sooner than 15 days from the deadline for submission of bids,
— copies of 2 (two) realized Contracts in the period from June 2013 to June 2018 for execution/reconstruction/repairing/adaptation of high-rise buildings, out of which one contract should have a value not lower than 30 000 000,00 MKD,
— also, with the Contracts must be submitted certificates for satisfactory execution of works issued by the clients. Such certificates should contain: value, time and location of works (if they do not contain such data, then it is necessary to submit copies of adequate contracts or documents for technical acceptance which shall contain the necessary information, or other relevant document),
— statement for the required equipment, which is at the disposal of the economic operator,
— notification regarding which elements of the Contract the economic operator is planning to assign to sub-contractors.
Minimum level(s) of standards possibly required:
— 1 Construction Engineer with authorization A or B,
— 1 Architect with authorization A or B,
— 1 Electrical Engineer with authorization A or B,
— to have executed at least 2 (two) realized contracts in the period from June 2013 to June 2018 for execution/reconstruction/repairing/adaptation of high-rise buildings, out of which one Contract should have a value not lower than 30 000 000,00 MKD. For all contracts must be submitted certificates for satisfactory execution of works issued by the clients,
 

— to own or have at disposal the required equipment — scaffolding of at least 500 m2

The contract for public procurement will be granted with an open procedure, and it will end with an electronic auction as the last phase of the procedure.
 

This procedure will be applied with the usage of electronic means, through the Electronic system for public procurement (ESPP) (https://www.e-nabavki.gov.mk

Detailed information on usage of the electronic means: In order to be part of the procedure, you should be registered in ESPP and possess a digital certificate. The economic operator is registered in ESPP with the fulfillment of the registration form, part of ESPP, so the ESPP automatically processes the data of the form, generates the code and the same is sent by email to the economic operator.
More information on the registration process and system usage could be found in the Handbook of usage of ESPP for economic operators, which could be downloaded in the homepage of ESPP, under the “Economic operators”.
Detailed information on electronic auction: The contracting body will use the electronic auction as the last phase of the open procedure.
Subject of the electronic auction is the total price including all expenses and discounts and import taxes, without VAT. The introduction phase of the electronic auction it’s the lowest price from the acceptable offers submitted in the first phase of the procedure. The calls for participation in the auction will be electronically delivered through ESPP after the complete evaluation of the first offers, to all the economic operators which have submitted acceptable offers in the first phase of the procedure through the ESPP. The call for participation in the auction will be electronically sent to the mailbox of the user profile in ESPP, to the person who will electronically submit an offer for the appropriate procedure.
The participation call of the auction contains the following data: introductory price of the auction, respectively the lowest price from the first submitted offers, date and time.
