Contract Title: Works – Gorazde downstream from town center

1. The Bosnia and Herzegovina has received financing from the World Bank toward the cost of the Drina Flood Protection Project, and intends to apply part of the proceeds toward payments under the contract for Works – Gorazde downstream from town center.
2. The Project Implementation Unit for Forestry and Agriculture on behalf of Federal Ministry of Agriculture, Water Management and Forestry now invites sealed bids from eligible bidders for:
Works – Gorazde downstream from town center:
LOT 1-Rehabilitation of the right bank of river Drina downstream from town center;
LOT 2- Rehabilitation of the left bank of river Drina downstream from town center.
The delivery/construction period is 9 (nine) calendar months (for each LOT).
3. Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
4. Interested eligible bidders may obtain further information from Federal Ministry of Agriculture, Water Management and Forestry/ Project Implementation Unit for Forestry and Agriculture, Mr. Igor Čevro and inspect the bidding documents during office hours from Monday to Friday between 9:00AM to 3:00PM local time at the address given below.
5. Qualification requirements include:
Average Annual Turnover: Minimum average annual construction turnover of:
LOT 1: 1.800.000 EUR,
LOT 2: 2.000.000 EUR,
calculated as total certified payments received for contracts in progress and/or completed within the last 3 (three) years, divided by 3 (three) years.
Financial Resources:
i. The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as:
for LOT 1: 200.000 EUR; and
for LOT 2: 230.000 EUR,
for the subject contract(s) net of the Bidders other commitments.
ii.The Bidders shall also demonstrate, to the satisfaction of the Employer, that it has adequate sources of finance to meet the cash flow requirements on works currently in progress and for future contract commitments.
iii.The audited balance sheets or, if not required by the laws of the Bidder’s country, other financial statements acceptable to the Employer, for the last 3 (three) years shall be submitted and must demonstrate the current soundness of the Bidder’s financial position and indicate its prospective long-term profitability.
General Construction Experience: Experience under construction contracts in the role of prime contractor, JV member, sub-contractor, or management contractor for at least the last 5 (five) years, starting 1st January 2013.
Specific Construction & Contract Management Experience: A minimum number of similar contracts specified below that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or sub-contractor between 1st January 2012 and application submission deadline:
(i) for LOT 1: ONE CONTRACT, each of minimum value EUR 1.400.000;
(ii) for LOT 2: ONE CONTRACT, each of minimum value EUR 1.600.000.
A margin of preference for eligible national contractors/joint ventures shall not be applied.

6. A complete set of bidding documents in English language may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 50 EUR or equivalent amount in Bosnian Marks (BAM). The exchange rate to be applied is the selling exchange rate from the list of the Central Bank of Bosnia and Herzegovina, prevailing on the day of payment. The Bidding Document will be sent by courier at the address indicated by the bidder.
7. Bids must be delivered to the address below on or before 11:00 o’clock local time on 19th of November 2018. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below at 11:15 o’clock local time, 19th of November 2018.
8. All bids must be accompanied by a Bid Security in amount of:
For LOT 1: 37.000 EUR;
For LOT 2: 43.000 EUR,
or an equivalent amount in a freely convertible currency.
