Contract Title: Procurement and instaliation of cableways for Hydro-Meteorological Services in Bosnia and Herzegovina, Montenegro and Republic of Serbia

1. Bosnia and Herzegovina, Republic of Serbia and Montenegro have received grant funds from the Global Environment Facility Trust Fund and the Global Environment Facility Special Climate Change Fund and intend to apply part of the proceeds toward payments under the Contract for Procurement and installation of cableways for Hydro-Meteorological Services in Bosnia and Herzegovina, Montenegro and Republic of Serbia
2. The Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina (on behalf of Bosnia and Herzegovina, Republic of Serbia and Montenegro) now invites sealed bids from eligible bidders for Procurement and installation of cableways for Hydro-MeteorologicaI Services in Bosnia and Herzegovina, Montenegro and Republic of Serbia.
The number and identification of lots (contracts) comprising this ICB is:
Lot 1: Procurement and instaliation of automatic - electrical cableway;
Lot 2: Procurement and installation of mechanical cableways;
This lCB is conducted on lots basis. Bidders may bid for one or both lots as defined in the bidding documents. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided that the discounts are included in the Form of Bid or submitted in writing before the deadline for bid submission. All bids and offers of discounts shall be opened simultaneously. Discounts will be applied to the evaluated price to determine the bid or combination of bids offering the lowest evaluated bid(s) for the Purchaser. The Purchaser will award the contract/s to the lowest evaluated bidder/s for both lots determined on the basis of the lowest evaluated combined cost for the Purchaser for the entire package and who meet all post qualification criteria for the lot/s for which they are bidding, in cumulative.
Qualifications requirements include, but are not limited to:
LOT 1:
(I) Financial Capability
(I a) Minimum average annual turnover calculated as total certified payments received for contracts in progress or completed, within the last 3 (three) years shall be of at least:
LOT 1:EUR 300.000;
(I b) Cash-flow requirement:
LOT 1: EUR 150.000;
(II) Experience and Technical Capacity
(II a) Experience under contracts in the role of contractor, subcontractor, or management contractor for at least the last 5 (five) years prior to the applications submission deadline, and with activity in at least nine (9) months in each year.
(II b) Participation as leading Contractor in at least 2 (uvo) previous, successfully completed substantially similar (in terms of size and nature) contracts in last five (5) years for performing of design, works, supply and installation of similar equipment and services.
EVIDENCE: For each contract bidder must submit certificate/documentary evidence issued by the Purchaser on the successful impiementation of the contract / or copy of the contract.
(II c) The Bidder must demonstrate that it will have the personnel for the key positions that meet the following requirements: Project Manager with 10 years of work experience (general) and 5 years in similar works experience, Designer (Lead Designer) with 10 years of work experience (general) and 5 years in similar works experience, Site manager with 7 years of work experience (general) and 5 years in similar works experience.
(II d) Subcontractors for the following major items of supply or services must meet the following minimum criteria, herein listed for that item:
Design: Minimum Criteria to be met - In accordance with applicable law of the countries (Bosnia and Herzegovina - Republika Srpska and Republic of Serbia)
Works: Minimum Criteria to be met- In accordance with applicable law of the countries (Bosnia and Herzegovina - Republika Srpska and Republic of Serbia)
LOT 2:
(I) Financial Capability

LOT 2: EUR 450.000;
(II) Experience and Technical Capacity
(II a) Experience under contracts in the role of contractor, subcontractor, or management contractor for at least the last 5 (five) years prior to the applications submission deadline, and with activity in at least nine (9) months in each year.
(II b) Participation as leading Contractor in at least 2 (two) previous, successfully completed substantially similar (in terms of size and nature) contracts in last five (5) years for performing of design, works, supply and installation of similar equipment and services.
EVIDENCE: For each contract bidder must submit certificate/documentary evidence issued by the Purchaser on the successful implementation of the contract / or copy of the contract.
Bids not submitting documentarv evidence ofeach ofthe abave reguirements will be considered not responsive and will be rejected.
3. Bidding wlil be conducted through the International Competitive Bidding procedures as specified in the "Guidelines: Procurement of Goods, Works and Non-consulting Services Under IBRD Loans and IDA Credits & Grants" dated January 2011, revised July 2014 ("Procurement Guidelines"), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank's policy on conflict of interest.
The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Bank Standard Bidding Documents: Procurement of Plant Design, Supply, and Installation.
4. Interested eligible bidders may obtain further information and inspect the bidding documents during office hours 10.00 a.m. to 16.00 p.m atthe address given below.
5. A complete set of bidding documents in English may be purchased by interested Bidders on submission of a written application to the address below and upon payment of a nonrefundable fee of 200 BAM or 100 EUR. The method of payment will be through bank transfer into the account mentioned below. The document will be sent by surface mail.

6. Bids must be delivered to the address below on or before June 26, 2019, until 12.00 hours. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders' designated representatives and anyone who choose to attend at the address below at 12.05 hours, on June 26,2019.
7. All bids must be accompanied by a "Bid-Securing Declaration".
