The Bosnia and Herzegovina/Federation of Bosnia and Herzegovina has applied for financing from the World Bank toward the cost of the Federation Road Sector Modernization Project and intends to apply part of the proceeds toward payments under the contracts for Construction of the Main Road M-17.3 Neum –Stolac Lot 1 & Lot 2. These contracts will be jointly financed by European Investment Bank and the World Bank. Bidding process will be governed by the World Bank’s rules and procedures.

The JP Ceste Federacije BIHdoo now invites sealed Bids from eligible Bidders for:
Construction of the Main Road M-17.3 Neum –Stolac:
• Lot 1. Pavement of Road section Stari Neum – Babin Do L=5,3 km, Construction Road Babin Do - Oštovac L= 1,7 km and Construction Tunnel Oštrovac L=190m1 and
• Lot 2. Construction of Road section Oštrovac – Broćanac L= 5,0 km.
Construction period for any lot will be ten months in the year 2017.

Bidders may bid for one or both contracts, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid

Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011, revised July 2014 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

Interested eligible bidders may obtain further information from JP Ceste Federacije BIH doo, Sektor međunarodnih investicija, e-mail: pit@jpcfbih.ba and inspect the bidding documents during office hours 09:00 to 15:00 hours at the address given below.

A complete set of bidding documents in English language may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of BAM 200 or in freely convertible currency..
The method of payment will be as follows:
(a) For payment within Bosnia and Herzegovina, in BAM
Payment will be done through Intesa Sanpaolo Bank dd Bosnia and Herzegovina, account no 1540012000213981 in favour of JP Ceste FBiH, vrsta prihoda/ income code: 722565 indicating purchase of Bidding Document for Works on Stolac _Neum.
(b) For payment in a freely convertible currency from abroad:
Payment in a freely convertible currency will be done through intermediary bank LHB International Bank AG Frankfurt AM Main SWIFT code: LHBIDEFF, account with institution /000 9867 300 Intesa SanPaolo Bank d.d BIH SWIFT code: UPBKBA22, IBAN: BA391540012000213884, Beneficiary Customer: JP Ceste FBH doo indicating purchase of Bidding Document for Works on Stolac _Neum. The hard copy of document will be sent by postal service.

Bids must be delivered to the address below on or before 14 November 2016 at 12:00 a.m. local time. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on 14 November 2016 at 12:00 a.m. local time.
