Urban Transformation of the “Hastahana” Park in Sarajevo, Bosnia and Herzegovina – Innovation Challenge
About the open call
The United Nations Development Programme (UNDP) in Bosnia and Herzegovina, together with the Municipality Centar Sarajevo, invites national and international architects, urban designers, landscape architects, as well as students of architecture and design to participate in an open, two-stage, international, anonymous competition (innovation challenge) for the conceptual design of “Hastahana” Park in Sarajevo, Bosnia and Herzegovina. Participants are invited to submit innovative, nature-inspired, and community-led solutions for urban regeneration and activation of the public space known as “Hastahana” – an emblematic location in the very heart of Sarajevo, where significant historical periods of the city overlap.
The submitted conceptual design proposals will be reviewed by an international five-member jury comprised of relevant renowned professionals. This Call for Ideas organized in the form of an innovation challenge aims to select three finalists, who will be awarded as described further in this document.
The top three highest ranked conceptual design proposals will be awarded under this Call for Ideas / Innovation Challenge as described further in this document.
Subsequently, the Municipality of Centar Sarajevo will publish these highest ranked top 3 conceptual design proposals and will invite on-line voting by the citizens of Sarajevo to select their preferred proposal. The Municipality intends to support the implementation of the proposal which gets highest number of votes by the citizens and invite the author to further develop the preliminary design for the urban transformation of the “Hastahana” public space in 2022.
Evaluation criteria, score and method
The evaluation of the proposals will be conducted by the jury based on the following evaluation criteria and scoring grid, as presented below:

Inventiveness A brief and clear formal articulation of the concept through innovative materiality, shape, spatial organization, detailing. The concept design should reinforce the unique identity for the city area. Innovation in terms of materiality, shape, spatial organization, detailing, etc. will score highest.

Social impact and inclusion The theme “park for all” must be represented adequately in the competition entries. The design proposal should include the activities and features for all citizens of Sarajevo, regardless of their age, affinities, physical condition or interests. The public space should be accessible by everyone. The ultimate goal is to achieve through design a universal, diverse public area usable for all gender, age groups and persons with physical disabilities. |

Contextual sensitivity Having in mind the historical and urban significance of the site, the design must account for the conditions, culture, and heritage of the site itself, as well as its surroundings. In terms of spatiality and design, proposals should articulate respectful consideration of the site’s context, including its natural and cultural heritage, both tangible and intangible. |

Landmark features The design must evoke a positive functional and visual impact on the visitor, as well as the surrounding context. The transformed area should be a distinctive and significant urban site. |

Each jury member will perform evaluation of submissions against the scoring table presented above, supported by arguments for the scores assigned. Then a cumulative scoring table will be prepared, based on the average scoring results. The jury will then discuss together the emerging cumulative results and agree on the final ranking.
The top three highest ranked conceptual design proposals will be awarded 1st, 2nd and 3rd under this Call for Ideas / Innovation Challenge.

Submission requirements
The design proposals will be submitted electronically through the form available at the urbanlab.ba platform. The electronic submission will comprise the following set of mandatory documents:
Two(2) A1 boards
Two (2) A1 boards (841 mm x 594 mm) in .pdf format, maximum size 10 MB, horizontal layout.
This layout must contain:
- Design concept presentation
- Site plan, 1:500 scale
- Typical sections, 1: 500 scale
- 3D views (e.g. renderings, model pictures, hand sketches); photomontage of
concept with the surrounding area
File name: A1_TeamID.pdf (i.e. if ‘TeamID’ is 123, the file must be named A1_123_ pdf)
A3 album
A3 album (420mm x 297mm), .pdf format (maximum size 10 MB), horizontal layout, maximum 7 pages (boards) long.
The A3 album must contain:
- Analysis, concept evolution diagrams, sketches
- Site plan, 1:1000 scale
- Minimum two typical cross-sections, 1:200 scale
- Enlarged drawings showing selected areas within the site, 1:100/1:200
- Characteristic details, 1:25/50 scale 12
- Textual description of the proposal
File name: A3_TeamID.pdf (i.e. if ‘TeamID’ is 123, file must be named A3_123_ pdf).
Each of the above documents should be in English language. Every submitted document should be marked with the Team ID number in the upper right corner. The materials numbered 1 to 3 above cannot contain any names or references to the submitting party, to ensure an anonymous evaluation of the concept designs. Only fully submitted applications that comply with the eligibility of applicants, the requested mandatory documents and compliant with the anonymity rules will be considered for the evaluation by the jury. The three finalists selected by the jury and awarded under this Call for Ideas will be invited to submit additional media files required for the subsequent public voting: - Cover .jpeg or .png format 1920x1080 pixel size. It should be a relevant image showing the project that will become its avatar icon (file name: Cover_TeamID_.jpg i.e. if “TeamID” is 123, file must be named Cover_123_jpg). - Animation 1-min long. It should present the overall experience of urban transformation. (file name: Animation_TeamID_.jpg i.e. if “TeamID” is 123, file must be named Animation_123_mp4). - Three (3) 360 degrees (panoramic) 3D views showing the integration of the design proposal with the context.
