Project Name: Construction of Motorway Section Svilaj — Odžak, Border Crossing Svilaj and Interstate Bridge on the Sava River

Sub-project: Construction of Border Crossing Svilaj

Indirect Taxation Authority of Bosnia and Herzegovina (ITA-BiH), hereinafter referred to as “the Employer”, intends using proceeds of:

(i) the WBIF grant, administrated by the EIB; and

(ii) ITA-BiH budget towards the cost of construction of the border crossing Svilaj.

The employer now invites sealed tenders from Contractors for the contract: construction of the border crossing Svilaj.

The project is implemented in Odzak Municipality of Bosnia and Herzegovina.

The contract includes:

(i) earthworks;

(ii) pavement structures;

(iii) road markings;

(iv) concrete and masonry works;

(v) low and high electrical works;

(vi) tinsmith and locksmith works;

(vii) hydro and thermall insulations works;

(viii) water supply and sewerage;

(ix) mechanical installation;

(x) HVAC;

(xi) construction of other commercial buildings: border inspection and police, hangar for a detailed overview of buses and vehicles.

The estimated completion time is 350 calendar days.

Tendering for contracts to be financed with the proceeds of the WBIF grant administrated by European Investment Bank and ITA-BiH budget is open to firms from any country. The Bank shall not provide or otherwise make funds available, directly or indirectly, to or for the benefit of an individual or entity that is subject to financial sanctions imposed by the EU, either autonomously or pursuant to the financial sanctions decided by the United Nations Security Council on the basis of Article 41 of the UN Charter.

To be qualified for the award of a contract, tenderers must satisfy the minimum financial and technical criteria specified in the tender dossier, which include the following:

— average annual turnover: The tenderer shall have an average annual turnover as prime contractor (defined as billing for works in progress and completed) over the last three (3) years (2016; 2017; 2018) of not less than 27 000 000,00 BAM equivalents,

— financial resources: the tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the contract for a period of 4 (four) months, estimated as not less than 4 500 000,00 BAM equivalent, taking into account the applicant's commitments for other contracts.

— experience: the tenderer shall demonstrate that it has successful experience as prime contractor in the execution of at least one (1) project of a nature and complexity comparable to the proposed contract within the last five (5) years, with a value of at least 10 000 000,00 BAM.

The tender evaluation basis is the lowest price of the compliant and technically responsive tenders. Remedy mechanism in line with clause 1.8.1 of EIB Guide, Appeal procedure is included in the tender dossier.

Indicating purchase of bidding documents for the “border Crossing SVILAJ”.

Upon receipt of appropriate evidence of payment of the non-refundable fee, the documents will promptly be dispatched by regular post services; however, no liability can be accepted for their loss or late delivery. In addition, if requested, the documents can be dispatched electronically after presentation by the prospective tenderer of an appropriate evidence of payment of the non-refundable fee. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.

All tenders must be accompanied by a tender security of 200 000 BAM (BAM twohundredthousand) or its equivalent in a convertible currency.

Tenders must be delivered to the office at the address below on or before 15.4.2019 at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.
