- In accordance with Article 2. and Article 12. of Instruction to bidders, requests for clarification are to be received by the 09 September 2026 and clarification to be issued by the Contracting Authority by 18 September 2026. The following clarification questions have been received, followed by the Contracting Authority’s answer:
ACCOMMODATION FURNITURE (Annex II - Technical specifications)
Question 1.
Item 1 - Metal wardrobe locker - 170 EA
The technical specification indicates:
• steel thickness: 0.8 mm;
• dimensions: 185 × 100 × 50 cm;
• left compartment: 1 shelf and hanger bar;
• right compartment: 4 shelves.
We have identified a standard industrial product with the following characteristics:
• welded steel construction, 0.75 mm;
• dimensions 180 × 100 × 50 cm;
• same general internal configuration, but with the shelf compartment and hanging compartment positioned on the opposite sides;
• ventilation openings;
• grey finish;
• locking doors with two keys.
Could you please confirm whether these minor dimensional and configuration differences would be considered technically acceptable?
Answer 4.
In accordance with Annex II - Technical specifications, Line item 1. - Tolerance from the requested dimensions of +-5% shall be acceptable.
Question 2.
Line Item 2, Metal Bed Frame - Pipe Type
Could you please confirm whether the metal bed frame must be manufactured from round pipe, or whether a rectangular/square hollow section would also be acceptable? If rectangular/square pipe is acceptable, please advise the required dimensions.
Answer 2.
In accordance with Annex II - Technical specifications, Line item 2, metal bed frame must be manufactured, as stated, from round pipe 50 mm.
Question 3.
Line Item 3, Metal Nightstand/Cabinet - Color
Could you please specify the required color for the metal nightstand/cabinet?
Answer 3.
In accordance with Annex II - Technical specifications, Line item 3, required color for the metal nightstand/cabinet should be gray, in accordance with provided photo.
Question 4.
Item 3 - Metal nightstand/cabinet - 200 EA
The specification indicates dimensions 50 × 40 × 40 cm (H × W × D) with one central shelf and four PVC/rubber bottom protectors.
We have identified a standard welded steel cabinet measuring 40 × 40 × 50 cm (H × W × D), with one internal shelf, grey finish and cylinder lock.
Could you please confirm whether this alternative standard dimension would be considered technically acceptable, subject to maintaining the required functionality and quantity?
Answer 4.
Item 3. depth of 50 cm will not be technically acceptable. Please see Answer 1 & 6.
Question 5.
Could you please precisely define the term "wood", Line item 5? Does it refer to engineered wood (such as melamine-faced chipboard) or solid wood (e.g., beech or similar)?
Answer 5.
In accordance with Annex II - Technical specifications, Line item 5, Engineered wood (such as melamine-faced chipboard) or solid wood is acceptable.
Question 6.
Could you please advise whether any tolerances to the dimensions specified in the tender documentation are acceptable? If so, please specify the allowable percentage or dimensional tolerance.
Answer 6.
Tolerance from the requested dimensions of +-5% shall be acceptable.
OFFICE FURNITURE (Annex II - Technical specifications)
The following items are each specified as "Material: Wood" and "Colour: Birch":
- ITEM 1 - Open wood bookshelf
- ITEM 2 - Cabinet locker
- ITEM 3 - Cabinet
- ITEM 4 - Table, coffee
The specification also notes that items 1, 2 and 3 must match in style and colour.
Question 1.
Material: Could you please clarify whether "Wood" refers to solid birch wood, or to birch-colored/decor particle board (chipboard/MDF, melamine-faced)? The two options differ significantly in construction and price, and therefore affect both technical compliance and the offered price.
Answer 1.
In accordance with Annex II - Technical specifications, Line item 1, 2, 3 and 4, “Wood” material refers to birch-colored/decor particle board, like MDF.
Question 2.
Panel thickness: Could you please specify the required panel/board thickness (in mm) for the bookshelf, the cabinets (items 2 and 3) and the coffee table? This is required for all of the wooden items, not only the table.
Answer 2.
In accordance with Annex II - Technical specifications, Line item 1, 2, 3 and 4, required panel thickness for bookshelf and cabinets is between 18-25mm, and for table top required thickness is between 20-30mm.
Question 3.
Could you also confirm that all of the above wooden items (1-4) are to be of the same material and finish?
Answer 3.
In accordance with Annex II - Technical specifications, Line item 1, 2, 3 and 4, requested items have to be of the same material and finish.
Question 4.
Line Item 5, Partition Wall - Fabric Cover
Could you please confirm whether a fabric cover is mandatory for the partition wall, or whether an alternative material would be acceptable, provided that it meets the required specifications and is supplied in the requested blue color?
Answer 4.
In accordance with Annex II - Technical specifications, Line item 5., as stated Office divider (partition) must be covered with dark blue fabric over metal body.
Question 5.
Line Items 6, 7 and 8, Office Furniture dimensions
a) Could you please provide the dimensions for line items 6, 7, and 8 under the Office Furniture category?
b) Could you please advise whether the colors dark gray, light gray, or dark green would be acceptable for the lines 6, 7, and 8?
Answer 5.
In accordance with Annex II - Technical specifications, following are:
a) Required dimensions:
- Item no. 6 - L250 x H90 x W95
- Item no. 7 - L170 x H90 x W95
- Item no. 8 - L100 x H90 x W95
b) Required color:
Dark grey color is acceptable, light gray and green are not acceptable.
NOTE: Scandinavian/minimalistic style is not acceptable.
Question 6.
Could you please advise whether any tolerances to the dimensions specified in the tender documentation are acceptable? If so, please specify the allowable percentage or dimensional tolerance.
Answer 6.
Tolerance from requested dimensions of +-10% is acceptable.
Question 7.
Could you please precisely define the term "wood", Line items 1 - 4? Does it refer to engineered wood (such as melamine-faced chipboard) or solid wood (e.g., beech or similar)? Also, regarding the cabinets subject to this procurement, what is the required material thickness?

VARIOUS APPLIANCES (Annex II - Technical specifications)
Question 1.
ITEM 1 - Refrigerator, Big:
The specification requires a single-door refrigerator of approximately 250 l, white, with a small internal freezer box. Based on current market availability, manufacturers no longer produce single-door refrigerators of this capacity with an internal freezer compartment — this configuration has been discontinued and replaced by two-door models (with a separate freezer section, top- or bottom-mounted). Could you please confirm whether you would accept an equivalent currently available model, i.e. a two-door refrigerator with a separate freezer compartment, of approximately the same capacity (~250 l), white — or advise how you wish us to proceed for this item.
Answer 1.
In accordance with Annex II - Technical specifications, Line item 1. - Two-door version refrigerator is acceptable, within approximately same capacity (~250l).
Question 2.
ITEM 3 - Microwave (type of installation):
Could you please confirm whether a free-standing (countertop) microwave oven is required, or a built-in / under-counter (integrated) model? The specification does not state the type of installation. The technical specification states only the power (900-1000 W) and cooking capacity (approx. 20 l), without specifying the type of installation.
Answer 2.
In accordance with Annex II - Technical specifications, Line item 3. - Free-standing version is required.
Question 3.
ITEM 3 - Microwave (power vs. capacity):
The specification requires a microwave power of 900-1000 W and a capacity of approximately 20 l. On the current market, 20 l microwave ovens are almost exclusively 700 W; a microwave output of 900 W is available only from approximately 23-25 l upwards. Could you please confirm that the microwave output power (900-1000 W) is the priority requirement, and that a slightly larger capacity (approximately 25 l) is therefore acceptable — or advise how you wish us to proceed.
Answer 3.
In accordance with Annex II - Technical specifications, Line item 3. - Power has priority over the capacity, so i.e. 900W in 25 lit. capacity is acceptable.
Question 4.
Could you please advise whether any tolerances to the dimensions specified in the tender documentation are acceptable? If so, please specify the allowable percentage or dimensional tolerance.
Answer 4.
In accordance with Annex II - Technical specifications, appliances dimensions should be as requested, except for:
a) Refrigerators can be +-10% of requested capacity
b) Microwave minimum power should be 900W; there is no upper limit on power.
ADMINISRATIVE QUESTIONS and ANSWERS
Question 1.
Annex III - Financial Offer:
In the financial form "Annex III - Appliances", items 6, 7 and 8 list SOFA (3 seat), SOFA (2 seat) and ARMCHAIR (Lounge), each referring to "Annex II - Office furniture". These same items already appear in the financial form "Annex III - Office furniture" (items 6, 7 and 8). Could you please confirm that items 6, 7 and 8 in the "Annex III - Appliances" form are a duplication and should be disregarded, i.e. that the sofas and armchair are to be priced only once, under Office furniture?
Answer 1.
In accordance with IFIB, Appliances, Annex III - Financial offer, Line item 6, 7 and 8, shall be deleted from the document, as they are not part of Appliances Annex II - Technical specifications.
Subject items are part of Office furniture, Annex II - Technical specifications and Annex III - Financial offer.
IFIB Modification is published with changes incorporated.
Question 2.
Can you please clarify if there will be a 40% advance payment or not.
Answer 2.
In accordance with Contract, Special Conditions, Article 24. Payments, 24.5. No advance payment is foreseen for this Contract.
