Poziv za izražavanje interesa za konsultantske usluge tehničke pomoći za provedbu izgradnje autoputa na koridoru Vc dionica Počitelj - Bijača, poddionica Počitelj - Zvirovići

Bosnia and Herzegovina has signed a loan agreement with European Investment Bank (hereinafter EIB) for financing one of the priority sections of motorway on the route of Pan European Corridor Vc through Bosnia and Herzegovina. The Federation of Bosnia and Herzegovina (the Beneficiary) intends to apply the proceeds of this loan toward the cost of civil works and consulting services, to be procured for the subsection of motorway from Počitelj to Zvirovići. Javno preduzeće “Autoceste Federacije Bosne i Hercegovine” d.o.o. Mostar (JP Autoceste FBiH) (hereinafter called “Employer”) intends to apply a portion of the funds to eligible payments under the contract for which this Invitation for expression of interest is issued.

The motorway subsection from Počitelj to Zvirovići will be constructed through following civil works contracts:

• Contract No. 1 JPAC 612-B64-14 - LOT 1: interchange Počitelj-bridge Počitelj (from km 0+000.00 to km 4+404.00) in total length of 4,4 km will be financed from the loan agreement signed with European Investment Bank (EIB)

• Contract No. 2 JPAC 616-B65-14 - LOT 2: bridge Počitelj-Zvirovići (from km 4+404.00 to 11+075.00) in total length of 6,67 km will be financed from the loan agreement signed with European Investment Bank (EIB)

The FIDIC Conditions of Contract for Construction for Building and Engineering Works designed by the Employer (edition 1999) will be used for the civil works contracts.

Consulting services for supervision of works for above mentioned contracts shall be executed through following service contract:

• Contract No. JPAC 613-E301-14; Consulting services for supervision of works on Construction of motorway on Corridor Vc, section Počitelj - Bijača, subsection Počitelj – Zvirovići

The subject of this Invitation for Expressions of Interest are Consulting services for technical assistance to the PIU of JP Autoceste FBiH; Contract No. JPAC 613-E301-14, which shall be funded from the proceeds of the EIB loan as well.

The Employer, on behalf of the Beneficiary, intends short listing consulting firms to execute the above mentioned technical assistance service contract.

Companies which are short-listed in the prequalification process for the supervision of works contract are not eligible for the participation in the tendering process for which this Invitation for expression of interest is issued.

The contract for the provision of technical assistance services is expected to start not earlier than October 2015.

The specific objectives of the services are to assist the PIU with contract implementation, administration and supervision (including technical, legal, contractual, environmental and social aspects) to ensure that the program of works is efficiently and quickly implemented in compliance with contractual conditions and technical description as well as national and European laws applicable to the project. It will also help in producing detailed reporting to lenders and ensuring that institutional memory for the project is maintained.

Results to be achieved by the Consultant are as follows:

• provide the needed technical assistance to the PIU in undertaking the management of all Project components;

• supervise and monitor the implementation of the Project related contracts;

• assist the PIU in the preparation of contractual amendments as necessary;

• prepare reports and documents as necessary to seek no-objections from lenders to the main procurement phases of each project components.

• liaise with the counterparts, consultants, contractors and IFIs;

• Maintain detailed records to track costs, dates of completion, procurement procedures, legal actions, environmental and social aspects related to the implementation of each project components.

• prepare periodical project implementation reports as requested by stakeholders;

The Invitation for Expressions of Interest is open to firms and joint ventures from all countries. Interested firms are hereby invited to submit their expression of interest. This invitation shall be followed by a short listing of consulting firms and the short listed firms will be formally invited to submit proposals.

Interested consulting firms must provide information indicating that they are qualified to perform the services as follows:

- Letter of Application;

- Company profile: name, status, address, telephone number, facsimile number, year of establishment, contact person for the project, e-mail of contact person, number of permanent staff and part-timers, fields of expertise;

- Applicant’s average annual turnover for the previous 5 (five) years (2010-2014) with copy of audited Financial statements for period 2010-2014;

- Details of experience and description of assignments of an equivalent nature undertaken in the previous 5 (five) years, including the contract value and location, number of staff involved in the contract, name of the Client, name of partners for contract execution, source of financing, type of services provided, contract commencement and completion dates, brief description of the contract. Any available reference letters from Employers of completed contracts should also be submitted.

- CVs (max. two pages) of staff who could be available to work on the assignment, clearly showing that their experience covers the main works activities above;

- Form of association (joint venture/consortium/ sub-contractor), if the case may be, for the execution of the contract, with clear designation of the leading company, partner or subcontractor. The same information as for the lead company shall be requested for the associated company/companies;

- A list of ongoing contracts including the start date, the end date and the personnel involved.

The following selection criteria shall be applied to candidates. In case of applications submitted by JV or Consortium, these selection criteria shall be applied to the JV/Consortium as a whole:

(a) the average annual revenue of the applicant for the past five years (2010-2014) must exceed 3.000.000,00 EURO;

(b) the applicant has completed, in the past five years (2010-2014), at least two major similar projects (provision of Technical Assistance to PIU for road construction project), with minimum value of provided consulting services in amount of 200.000,00 EURO or more per project;

(c) in case of JV or Consortium, the Leading Company shall meet not less than 60% and other partners shall meet not less than 25% of the qualifying financial criteria (a) given above;

(d) The audited financial statement and balance sheets for the past five years (2010-2014) must demonstrate the soundness of the applicant’s financial position, showing long-term profitability.

One original and one copy of the above information (which should not exceed 25 pages excluding CV’s and copies of financial statements) in English language, in an envelope marked “Expression of Interest for Consulting Services: Technical assistance to the PIU of JP Autoceste FBiH” not later than 07^th September 2015, 12:00 hrs. (Local time).
