Dodatne informacije: A Consultant will be selected in accordance with the policies of the European Investment Bank detailed in the ‘Guide to procurement’ which can be found at the following website: http://www.eib.org/infocentre/publications/all/guide-to-procurement.htm. A firm will be selected under the Quality and Cost based selection (QCBS) method. ŽICG now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Firms originating from all countries of the world are eligible to tender for works, goods and services contracts. The Bank shall not provide or otherwise make funds available, directly or indirectly, to or for the benefit of an individual or entity that is subject to financial sanctions imposed by the US, UK or EU, either autonomously or pursuant to the financial sanctions decided by the United Nations Security Council on the basis of Article 41 of the UN Charter. Interested consultants shall contact the ZICG to obtain a copy of the template that must be used to submit any Expression of Interest. Only applications using the correct template will be accepted. Applicants shall submit 2 hard copies in English plus one electronic copy in readable PDF format on CD or USB, all in a single envelope with text on the outside of the envelope as follows “Implementation Support Services for Reconstruction of the section Bar-Golubovci on Rail Route 4 in Montenegro”. Not to be opened until [date and time specified in the Notice].” Candidates are allowed to ask clarifications up 15 days prior the deadline for submission by sending an email to the address indicated above. Corporate services are required. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. The experience and financial record of any proposed sub-consultancy shall not be included in the evaluation. In the event that a natural or legal entity submits or forms part of more than one application, all applications in which that entity has participated will be excluded. As a result of the evaluation of the Expressions of Interest, no more than 6 firms will be short-listed. In the event that more than 6 applicants pass the selection criteria, applications will be ranked in accordance with the method prescribed below and the highest 6 ranked applicants selected. Contrary to par. 5.1.9 below, the expected minimum size of the shortlist is three.

Dodatne informacije: Objective criteria for choosing the limited number of candidates: In the event that more than 6 applicants pass all the conditions for participation shown below, the following evaluation criteria shall apply and the highest 6 ranked applicants selected: (i) The number of similar services contracts brought as reference below under the bullet (a) and (b) of the “Technical and professional ability” criteria. (ii) In a second step, as necessary, the total value of similar services brought as reference to the same criterion.

Vrsta: Sposobnost za obavljanje stručne djelatnosti

Opis: (a) The Candidates shall provide a trade licence or professional registers in their Country of Establishment. (b) The Candidates shall show they have had a minimum average total permanent staff number, working in the rail sector, of at least 20 (twenty) for the last 3 (three) years preceding the submission deadline. In case of a JV, the minimum average permanent staff of the lead partner, in the field related to this contract, must be at least 10 (ten) for the last 3 (three) years.

Opis: The Candidates must meet the following criteria: a) The average annual turnover must be at least EUR 1.2m for the last 3 financial years (i.e. 2021, 2022 and 2023); b) Positive financial results in the last three financial years (i.e. 2021, 2022 and 2023), which shall be assessed as follows: (i) net worth shall be positive in each year; and (ii) liquidity ratio shall be more than 1 (one) in each financial year. The above selection criteria will be applied to all candidates. In the case of application submitted by a joint venture (JV), the JV shall collectively meet criterion (a), while the lead partner shall meet not less than 60% of criterion (a) on its own. All JV partners shall meet the criterion (b) individually. The experience and financial record of any proposed sub-consultant shall not be taken into consideration in respect of meeting the above criteria.

Opis: The Candidates must meet the following criteria. The Candidate must have completed: (a) At least 2 (two) similar services contracts over the last 7 (seven) years’ period, where ‘similar’ means either supervision or implementation support in the field of rail works, either for construction or rehabilitation, with works implementation based on FIDIC Conditions of Contract or other similar conditions of contract, where the value of each of such service contract is at least 1.5 million EUR. Applicants shall show at least 50 % participation in any such service contract brought as evidence. (b) Out of the service contracts brought as reference above, at least one shall have been delivered in any of either EU Candidate countries, or EU Potential Candidate countries, or Croatia, or Slovenia, or Bulgaria or Romania. The number of references to be provided must not exceed 15 for the entire application. Applicants are encouraged to include as many references as they can, up to the ceiling of 15 references. The experience and financial record of any proposed sub-consultant shall not be taken into consideration in respect of meeting the above criteria.
