Article 9, paragraph (4) of amendments to the guidelines on the conditions and manner of publication and submission of
reports in the public procurement information system "e-procurement" ( "Official Gazette" No. 90/14) states that "If the

submitted by other means provided for in Article 55, paragraph (1) items. a) -c) of the Act "

The offer bidders who did not take the tender documentation on the Public Procurement Portal, can not be subject to
assessment in evaluating the offer.
