SUPPLY PROCUREMENT NOTICE

SUPPLY AND DELIVERY OF DIESEL AND UNLEADED PETROL FUEL (LOT 1) AND/OR JET A1 FUEL (LOT 2) AT HQ EUFOR Camp Butmir Sarajevo, 71 210 Ilidza, Bosnia and Herzegovina

Open International Competitive Bidding Procedure, in order to establish Contract Purchasing Agreement with monthly adjustable prices.

Nation Borne Costs in accordance with the Financial Rules applicable to expenditure financed through ATHENA.

 

5.Contracting Authority

European Union Forces (EUFOR) in Bosnia and Herzegovina, represented by the EU HQ Procurement and Contracting Office (P&C), Butmir Camp Sarajevo, 71210 Ilidza, Bosnia and Herzegovina.

 

CONTRACT SPECIFICATIONS

6.Description of the supplies

The subject of the contract is the supply and delivery of the following:

LOT 1 - Diesel and Unleaded Petrol fuel, in accordance with technical specifications (Annex II – LOT 1) to HQ EUFOR Butmir Camp Sarajevo, 71210 Ilidza, Bosnia and Herzegovina, DAP (delivered at place). The following types of fuel shall be provided:

a)DIESEL FUEL BAS EN 590 ARCTIC (Annex II – Table 4 and 5)

-CFPP Class 3 (winter season: 01 October - 31 March)

-estimated quantity per year: 1,500,000 lit.

b)DIESEL FUEL BAS EN 590 (Annex II – Table 4 and 5)

-CFPP Grade C (summer season: 01 April - 30 September)

- estimated quantity per year: 600,000 lit.

c)UNLEADED PETROL – 95 OCTANE, BAS EN 228 (Annex II – Table 6 and 7) – estimated quantity per year: 50,000 LIT.

AND/OR

LOT 2 - Jet A1 fuel, in accordance with technical specifications (Annex II – LOT 2) to HQ EUFOR Butmir Camp Sarajevo, 71210 Ilidza, Bosnia and Herzegovina, DAP (delivered at place). The following type of fuel shall be provided:

a)JET FUEL A-1 ASTM D1655 (Annex II – Table 3 and Table 4)

- Estimated quantity per year 300,000 lit. 

It is important to note that the quantities indicated are estimates and it should be anticipated that those may be altered at any time during the Bidding process and/or during the proposed contract period.

 

7.Number and titles of lots

This bidding procedure is divided into following two (2) lots:

LOT 1 - Diesel and Unleaded Petrol fuel, and/or

LOT 2 - Jet A1 fuel.

The bidder must offer the whole of the quantity or quantities indicated for each lot. Partial bids will not be considered nor evaluated. 

 

TERMS OF PARTICIPATION

8.Eligibility

Participation to this procedure is open on equal terms to all natural and legal persons of the Member States of the European Union Turkey, Iceland, Liechtenstein, Norway, Albania, Chile, Republic of North Macedonia, Mexico, Montenegro, Aruba, Canada, Hong Kong, Special Administrative Region of the People’s Republic of China, Israel, Japan, Singapore, South Korea, Switzerland, Taiwan the United Kingdom, the United States of America, Bosnia and Herzegovina and neighbouring countries, in accordance with Part II Article 3 and Part IV Article 3 of the EPF Implementing Rules applicable for expenditure financed through the Facility mechanism. 

 

9.Grounds for exclusion

Bidders must submit a duly signed declaration, included in the Bid submission Form for a Supply Contract and Annex VII – Declaration of honour on exclusion and selection criteria.

 

10. Number of bids

Bidders may submit only one bid for the complete scope of supplies as outlined in the bidding documentation, for Lot 1 and/or Lot 2. Bids for parts of lots or part of the supply if not divided into lots will not be considered.

 

11.Bid guarantee

Bidders must provide a bid guarantee of: Lot 1 – 10,000.00 EUR; Lot 2 – 2,000.00 EUR; if applying for both lots – 12,000.00 EUR, when submitting their bid. This guarantee will be released to unsuccessful bidders once the bidding procedure has been completed and to the successful bidder upon signature of the contract by all parties.

 

12.Performance guarantee

The successful bidder will be required to provide a performance guarantee set at: Lot 1 – 10% of the amount of the contract; Lot 2 – 10 % of the amount of the contract. In case of award for both lots to a same contractor a performance guarantee of 10 % of the Contract value will be required. Performance guarantee will be submitted at the signing of the contract. If the selected bidder fails to provide such a guarantee, the contract will be void and a new contract may be drawn up and sent to the bidder which has submitted the second best admissible bid.

 

13.Information meeting and/or site visit

No information meeting is planned.

 

14.Bid validity

Bids must remain valid for a period of 90 days after the deadline for submission of bids.

 

15.Period of performance

The contract shall have an initial duration of one year (01 Jan 2023 – 31 Dec 2023) with a possibility to be extended on a yearly basis until 31 December 2024.

 

SELECTION AND AWARD CRITERIA

16.Selection criteria

The selection criteria are specified in the published bidding dossier and will consist of:

o Administrative compliance

o Technical scoring based on the technical evaluation grid specified in Part C of the bidding dossier using the following technical criteria:

1.General Capacity

1a. Registration documents for type of supply requested (fuel supplies), Licence for fuel distribution and fuel import, VAT registration and ISO or conformity certificates as required in Annex II.

2.Economical / Financial capacity

2a. An average annual turnover related to fuel supply and distribution of at least 5,000,000 EUR during the past three (03) years (2021, 2020, 2019).

3.Technical Capacity

3a. The bidder must have executed at least 2 contracts for similar supplies as this contract during the past three (03) years (2021, 2020, 2019). The name of beneficiary and the amount of subject contracts must be submitted.

4.Professional Capacity

4a. The bidder must demonstrate his capacity for delivery of requested fuel items in relation to truck capacity and human resources needed to accomplish required task. He shall mention if trucks are owned or subcontracted. In case trucks are subcontracted he shall submit a copy of the relevant agreement.

5. Compliance with the technical specification (Annex II)

The Contracting Authority will examine in detail all the information supplied by the bidders and will formulate its judgement and award on the basis of “best value” for money presenting the best quality/price ratio.

 

17.Award criteria

As specified in the published bidding dossier’s Instructions to Bidders, the contract will be awarded by selecting the bidder offering the “best value” for money by weighting the technical quality against the price on an 60 (technical score)/40 (financial score) basis. Only bidders obtaining an average score of 80 points during the technical evaluation when using the “best value” award procedure will qualify for the financial evaluation.

 

BIDDING

18.How to obtain the bidding dossier

The bidding dossier including all bidding instructions, selection and award criteria and contractual conditions shall be available as from 14 June 2022 from the following internet address: www.euforbih.org  under tenders. Bids must be submitted using the standard bid form included in the bid dossier, whose format and instructions must be strictly observed.

Bidders with questions regarding this bid should send them in writing to Procurement and Contracting Office (P&C), Butmir Camp Sarajevo, 71210 Ilidza, BIH, Fax: 00387 33 495-707, e-mail: taco@eufor.europa.eu  mentioning the publication reference shown in item 1 at least 21 days before the deadline for submission of bids given in item 19. The Contracting Authority must reply to all bidders' questions at least 11 days before the deadline for submission of bids. Eventual clarifications to the bidding dossier will be published on the above mentioned website.

 

19.Deadline for submission of bids

Bids must be submitted in accordance with the instructions to bidders specified in the published bidding dossier and not later then Tuesday, 13 September 2022 at 14:00 (CET) to the address specified in the instructions to bidders.

Any bid received after this deadline will not be considered nor evaluated.

 

20.Bid opening and evaluation session

Bid opening and evaluation session shall take place during month of September/October 2022. Contract award procedure shall be organized in December 2022.

 

 

21.Language of the procedure

All written communications for this bidding procedure and contract must be in English.

 

22.Legal basis

Council Decision 2021/509/CFSP of 22 March 2021 establishing a European Peace Facility (EPF) mechanism to administer the financing of the common costs of European Union operations having military or defense implications.

Act of the Facility Committee of 30 June 2021 (Doc. EPF No 8984/2021) on Rules for the implementation of the revenue and expenditure financed under the European Peace Facility.
