The contracting authority Bitola Municipality need to purchase: Execution of technical supervision of building construction in the Municipality of Bitola and procedure for awarding a public service with an open procedure in accordance with Article 21 of the Law on Public Procurement (‘Official Gazette’ no. 24.12, 15/13, 148/13, 43/14), with the signing of a framework agreement as a special way of awarding public procurement more economic operators in accordance with Article 115, Article 119, paragraph 1, paragraph 2, item 2, paragraph 3, paragraph 4 and paragraph 5, and Article 120 of the Law on Public procurement (Fig. 185/1124/12 Gazette of RM, 15/13, 148/13, 43 / 14).
Public contract will be awarded through an open procedure, which will end with the electronic auction as the last stage in the proceedings.

The condition for signing the contract with the winning bidder is providing guarantee by the winning bidder for the contract performance up to 10 % of the contract value.

The right to submit a bid has a group of bidders without liability association in a legal form. The contracting authority will require the group of bidders to join a legal form if it is selected as contractor procurement.
An integral part of the group's contract offer to submit a joint tender to which members of the group of economic operators to each other and to the contracting authority is obliged to perform the contract. This agreement needs to contain the following information: group members who will lead the group, or to submit the bid and will represent the group, which group members on behalf of the group of economic operators to sign the contract, group members to issue the invoice and account to which payments will be made, a brief description of the responsibilities of each member of the group of economic operators to perform the contract.
All members of the group of bidders individually and severally liable to the contracting authority for the performance of their duties. The contracting authority will communicate with the representative of the group of bidders.

Precise information on deadline(s) for lodging appeals: Any bidder who has a legal interest in obtaining the contract and who has suffered or could suffer damage from possible violations of the provisions of this Act, may require legal protection against decisions, actions or failure to act by the contracting authority in the procedure for awarding a public contract, in accordance with the conditions and procedure provided by the Law on Public Procurement.
