Subject: Request for a quotation in accordance with enclosed Terms of Reference (TOR) and Financial offer.

Reference: HQ EUFOR/MEDIA MONITORING SERVICES/2019-SV/014

Media Monitoring services during year 2020 and Optional year 2021.

Dear Sir/Madam,

HQ EUFOR in BiH, represented by the HQ EUFOR Procurement and Contracting Office, has a requirement for Media Monitoring Services Contract establishment. Contract would be valid from 01 January 2020 until 31 December 2020 with the possibility to extend for one Optional year (01 Jan 2021-31 December 2021).

We would highly appreciate if you could provide us a priced proposal based on the requirements outlined in the enclosed Terms of Reference.

Proposals could be hand delivered to the following address: HQ EUFOR, Main gate Butmir Camp, 71210 Ilidza, Sarajevo, Bosnia and Herzegovina or forwarded to the following e-mail address: taco@eufor.europa.eu, before or on Tuesday, 03 December 2019, 12:00 hr. For proposals submission only, please call on 00387 33 495 729.

Your proposal should consist of the following documents:

1. Administrative Requirements:

A copy of your company’s registration document and copy of VAT registration.

A completed Financial Identification Form (FIF).

2. Technical Requirements:

a) A description of the services proposed in conformity with the TOR (Annex II), including any documentation required to demonstrate technical conformity of the proposed service, including but not limited to:

- At least the sample of one (1) media monitoring report prepared by the bidder demonstrating technical conformity and capacity to provide the service.

b) The bidder must have executed at least one (1) contract for media monitoring services with a value of at least 15,000.00 BAM during the past two (2) years (2018 and 2017). The name of recipient/Contracting Authority must be mentioned.

c) List of main customers for the past 2 years (2018 and 2017).   

3. Financial Offer

Your price proposal should be quoted based on a firm and fixed price as outlined in Annex II (Terms of References) and Annex V (Financial Offer). The prices should be exclusive VAT for which HQ EUFOR provides tax exemption forms. Bidders must bid for the entirety of the services to be provided; partial bids will not be considered nor evaluated.

Once your proposal is received, EUFOR will within the shortest possible delays review your price proposal and establish a contract. The lowest price shall be defined as the average of the total prices for basic requirement (article 1 of Annex V) for years 2020 and 2021. Requirement under article 2 of Annex V shall not be evaluated, but must be quoted.

4. Award criteria

The contract will be awarded to the lowest priced bidder, while being administratively and technically compliant.

5. Costs of preparing bids

No costs incurred by the bidders in preparing and submitting the bids are reimbursable. All such costs will be borne by the bidders.

6. Ownership of bids

The Contracting Authority retains ownership of all bids received under this bidding procedure. Consequently, bidders have no right to have their bids returned to them.
