Bosnia and Herzegovina, Montenegro and Republic of Serbia have received grant funds from the Global Environment Facility Trust Fund and the Global Environment Facility Special Climate Change Fund in the amounts of US$ 8.732 million equivalent toward the cost of the West Balkans Drina River Basin Management (WBDRBM) Project, and intend to apply the proceeds of this grant to payments for goods, works, related services and consulting services to be procured under this project.  The Project objective is to improve mechanisms and capacity of the Project Countries to plan and manage the transboundary Drina River Basin (DRB) incorporating climate change adaptation. The project will include the following components:

Component 1: Multi-state Cooperation in Transboundary DRB Management. This component will contribute to improved planning and transboundary management of DRB by supporting the following activities: (i) preparation of a Strategic Action Plan (SAP) for the DRB based on in-depth Transboundary Diagnostic and Analysis (TDA); (ii) preparation of hydraulic and hydrological models for the DRB with multipurpose reservoir operation optimization; (iii) preparation of a DRB water resources study; and (iv) preparation of a study for pollution analyses in the DRB.

Component 2:  Pilot investments for Integrated DRB Management including Flood and Drought Management and Climate Change Resilience. This component will support better preparedness for threats resulting from floods and droughts while making optimal use of the environmental DRB assets and engaging local communities and support pilot project investments that reduce negative climate change impacts in all three riparian countries. This component will also contribute to strengthening of four national/entity Hydro-Meteorological Services (HMSs) through equipment modernization including hydro-meteorological observing system and development of protocols to improve hydrometeorological data exchange among the DRB countries.

Component 3: Project Management, Monitoring & Evaluation and Auditing. This component supports overall project management, monitoring and evaluation and auditing.

Procurement for the Project will be carried out in accordance with the WB "Guidelines: Procurement of Goods, Works and Non-consulting Services Under IBRD Loans and IDA Credits & Grants" dated January 2011, revised July 2014 (Procurement Guidelines); and "Guidelines: Selection and Employment of Consultants Under IBRD Loans and IDA Credits &Grants by WB Recipients" dated January 2011, revised July 2014 (Consultant Guidelines) and the provisions stipulated in the Financing Agreement.

 

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for large-value consultants’ contracts will be announced, as they become available, in Development Business and on-line in dgMarket.
