INVITATION FOR PREQUALIFICATION

This Invitation for Prequalification follows the General Procurement Notice for this project which was published on the EBRD website, Project Procurement Notices (http://www.ebrd.com/pages/workingwithus/procurement/project.shtml) on 24^th January 2013 and updated 14^th March 2014.

JP Elektroprivreda BiH d.d. Sarajevo, hereinafter referred to as “the Client”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development, hereinafter referred to as “the Bank”, towards the cost of Una Kostela and Vranduk Hydro Power Project.

The Client intends prequalifying firms and consortia to tender for the following contract, hereinafter referred to as “the Contract”, to be funded from part of the proceeds of the loan:

Construction of HPP Vranduk 20 MW

Subject of the Procurement is construction of HPP Vranduk on river Bosna and it includes the design, manufacturing, supply and installation of equipment, testing and commissioning.

HPP Vranduk is located in the municipality of Zenica, at the location between the city of Zenica and Nemila settlement near the settlement of Vranduk. The area to be covered by the project extends along the left bank of the Bosna river from the Jelina train station up to the dam profile located about 150 m downstream from the Bosna V bridge on the main road, and then the left bank downstream from the Bosna IV bridge up to the Nemila settlement.  HPP Vranduk is a new diversion run-of-the-river hydropower plant that will operate continuously with a maximum upper water level of 293.50 m above sea level (m a.s.l.) and small water storage reservoir. It has been designed with an operating capacity of 19.63 MW of installed power, produced by three Kaplan turbine generator units (one small at the dam for ecological flow and two units in the main powerhouse). The electricity generated will be transferred to the transmission and local distribution network for the benefit of domestic end-users.

HPP Vranduk consists of the following main components:

• A new dam with a small generating unit, a fish ladder and a gate storage chamber;
• An intake structure upstream on the left river bank;
• A power tunnel on the left side of the river upstream from the dam site between the intake structure and the powerhouse;
• A powerhouse, control building, assembly plateau and switchgear building downstream at the end of the power tunnel;
• Water storage reservoir, 6 km long;
• New access roads and reconstruction of existing roads
• A tailrace between the powerhouse and the downstream riverbed;
• Deepening of the downstream riverbed between the Bosna IV bridge and the village of Nemila (approximately 2.5 km);
• Temporary cofferdams for the construction of the dam (in two phases) and of the powerhouse, as well as for allowing the connection of the intake structure to the power tunnel.

Prequalification and tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms and joint ventures of firms from any country.

Prequalification documents may be obtained from the office at the address below upon payment of a non-refundable fee of 300 BAM or equivalent in a convertible currency.

Upon receipt of appropriate evidence of payment of the non-refundable fee, hard copy of documents will promptly be dispatched by courier; however, no liability can be accepted for their loss or late delivery. Interested companies will be informed by e-mail about dispatching of documents. At the same time PDF version of document will be submitted. 

The prequalification documents must be duly completed and delivered to the address below, on or before 29^th April 2014 at 12.00 p.m. local time. Documents which are received late may be rejected and returned unopened.
